New anti-tampering guidelines adopted by UN contracting parties (which include EU members) aim to ensure that aftermarket exhaust systems cannot be easily modified to exceed legal noise limits for EC approved exhausts. 

So in addition to the baffle screw, there are 2 small welds on either side of the baffle to prevent it from being removed. Please bear this in mind when purchasing, as will make it very difficult to remove the baffle if you wanted to.
